Subject: | Former HB 502 - Allocation for Child Welfare by Quarterly Advance Payments |
In the near future, I will be re-introducing legislation which would amend the Public Welfare Code to allow counties to receive their allocation for child welfare services in the form of a quarterly advance payment. Under the complicated current system, I know that many counties have been forced to borrow to cover the cost of services they are required to provide, while they wait to be reimbursed from the Department of Public Welfare. This legislation will provide our counties with the additional financial flexibility they need to provide services to our most vulnerable children.
