| Subject: | Request for Co-sponsorship: Parental Involvement Leave Act |
| In the near future, I intend to re-introduce House Bill 2055 of 2014. My legislation would require employers to grant employees paid leave to attend academic related activities for their children when the meetings cannot be scheduled during non-working hours. This legislation recognizes the crucial role parents play in a student’s success and the economic demands on parents working multiple jobs to make ends meet. Moreover, this legislation takes into consideration the unique demands on the parents of children with special needs. These parents need to be an active participant in their child’s individualized education program. Under this legislation, employers will be required to provide eligible employees with a maximum of eight hours paid parental leave per school year to attend parent-teacher conferences or similar academic meetings. Additionally, employers will be required to provide twelve hours paid parental leave per school year for activities related to the development of required special education planning for their children with special needs. According to the U.S. Department of Education, students of parents that are actively involved in their education have better grades, exhibit better test scores and show improved academic achievement over the long-term. Parental involvement has also been positively linked to higher attendance rates and lower rates of suspension. Similarly, the importance of parental understanding and involvement in developing Individualized Education Programs (IEPs), Individualized Family Service Plans (IFSPs) and related services cannot be overstated. Such parental participation is directly linked to the children’s academic success. Because I believe this legislation will help to enrich the lives of our young people in this Commonwealth, I ask you to join me in co-sponsoring this important legislation.
