Subject: Term Lengths & Limits for Members of the General Assembly (former HB2236)
 
In the near future, I plan to reintroduce House Bill 2236, Printer’s Number 3518, which was introduced during the 2013-2014 legislative session. This legislation would amend the Constitution of the Commonwealth of Pennsylvania by increasing the length of terms for members of the Pennsylvania House of Representatives and Senate. In addition, my bill would place term limits on the number of successive terms a member of the General Assembly could serve in each chamber.

Specifically, my proposal would increase the length of the term for a Representative in the General Assembly to four years and place half of the House districts on the ballot for election every two years. Representatives would be limited to three successive terms for a total of 12 years of service. Additionally, the Senate would see the length of its terms increased to six years. Senators would be limited to two successive terms for a total of twelve years of service.

By extending terms, my legislation seeks to improve the efficiency of the General Assembly by eliminating the constant election cycle for members of the House of Representative. In addition, my legislation imposes term limits in order to ensure that the makeup of the General Assembly is representative of the changing population of the Commonwealth.
