Subject: | Raising the Threshold of Applicability under the Pennsylvania Prevailing Wage Act |
In the near future, I plan to introduce legislation that would increase the threshold under the Pennsylvania Prevailing Wage Act from $25,000 to $500,000 and establish an annual inflationary adjustment to ensure the threshold remains current. In 1961, the Commonwealth of Pennsylvania enacted the Prevailing Wage Act, requiring a prevailing minimum wage to be paid to workmen on publically-financed construction, reconstruction, repair, demolition, or alteration projects. Since the threshold was last increased in 1963, the cost of construction has increased nearly seven-fold. Projects of similar scope and size simply cannot be constructed for the same cost today as they were in 1963, thus warranting a long overdue adjustment. I believe raising the threshold to $500,000 is a reasonable adjustment that would greatly assist our municipalities and school districts by relieving the mandates set forth in the Act for work on small projects.
