Subject: Resolution – Governor’s Code of Conduct Relating To Employee Gift Ban
 

In the near future, I will introduce a resolution urging the Governor to amend the Governor’s Code of Conduct as it relates to the Executive Branch Employee Gift Ban (Executive Order 2015-01). Executive Order 2015-01 prohibits employees, appointees and officials of the Executive Branch from soliciting or accepting gifts.

Employees of state departments such as PennDOT, Aging, DCED, State Police etc. are often invited to community functions. Our business community leaders, Farm Bureau members, senior organizations and other nonprofits look forward to having state officials and representatives of state government attend their functions. Often these networking events or information tours offer light refreshments or meals. Perhaps small promotional trinkets or tee shirts distributed. It seems unreasonable to place the personal financial burden of such things on the state official or employee.

I became aware of a situation at a forest fire where DCNR employees were dispatched to assist in extinguishing the fire. Our dedicated DCNR employees could not accept food and water as the items are considered gifts.
