Subject: | Encouraging Naturally Occurring Retirement Communities in Pennsylvania |
In the near future, I plan on introducing legislation to encourage Naturally Occurring Retirement Communities (NORC) in Pennsylvania. Naturally Occurring Retirement Communities are nationally defined as residential buildings, housing complexes, rural areas, or neighborhoods where 40% of the heads of households are seniors or a large population of senior citizens exists and the population allows for the efficient delivery of in-home services to senior citizens. NORCs assure access to necessary services to qualified residents postponing the need for senior citizens to leave their homes and move to an institutional care setting (hospital, nursing home or an assisted living center.) This legislation establishes an advisory board through the Pennsylvania Department of Aging to help support currently operating NORC programs while encouraging newer programs throughout the Commonwealth.
