MEMORANDUM

Posted: October 20, 2015 01:58 PM
From: Representative Seth M. Grove
To: All House members
Subject: Elimination of the State Personal Property Tax

According to the Tax Foundation, Pennsylvanians face the 10th highest burden in the nation. This burden on taxpayers has grown, in part, because of our failure to update our tax code and remove outdated and obsolete taxes. In the near future, I plan to introduce legislation which eliminates the state’s personal property tax. This tax was established in the 1930’s and collected on mortgages taken out by homeowners. Despite the fact that this obsolete tax is no longer collected, taxpayers across Pennsylvania are forced to still comply with this law increasing the cost for taxpayers. As a result, this tax should be repealed.
