Subject: | Legislation Amending the Covered Device Recycling Act of 2010 |
It has become apparent that the market based system for recycling televisions and computers is failing to meet the needs of the citizens of Pennsylvania. Therefore, in the near future, I am planning to introduce an amendment to the Covered Device Recycling Act of 2010 to provide new options for residents in all counties to recycle this bulky electronic waste in a way that is protective of the environment and doesn’t impose additional costs on state or municipal governments. My legislation would create an opportunity for private contractors to bid on collecting, transporting and recycling the amount of electronic waste in each county that is not currently being accounted for by the existing system. The cost would be apportioned to the manufacturers on the same market share basis currently being used in the existing law. As in the existing law, manufacturers would be able to bid to take care of their obligations. To address the immediate crisis until this new bidding system begins to operate in 2017, manufacturers would be asked to take an additional share on top of their current obligation for 2016.
