Subject: | Resolution Urging for the Implementation of PlanCon Reimbursements |
By passing Act 25, of 2016, the General Assembly successfully addressed one of the largest problems facing school districts across the commonwealth. This problem created over decades stems from the failure of the commonwealth to reimburse school districts on their construction projects. The result of this failure saw the commonwealth owe school districts billions. In order to address this problem, Democrats and Republicans came together and moved a bipartisan compromise which reimbursed school districts for $2.5 billion. Under Act 25, it was agreed the Commonwealth Financing Authority (CFA) would implement a bond program to provide school districts with their long awaited funds. Unfortunately, as we now approach 60 days since the passage of Act 25, the CFA has yet to hold a meeting on the topic. Due to the failure of the CFA to meet, school districts are now beginning another budget process while waiting for Harrisburg to provide them with their promised reimbursement. Simply, it is time for the authority to begin the implementation of its statutorily required duty. Should the authority continue to delay this process, school districts may not be reimbursed this calendar year. Please join me and co-sponsor this resolution to ensure school districts receive their PlanCON reimbursement. |
