MEMORANDUM

Posted: June 22, 2016 09:48 AM
From: Representative Matthew E. Baker and Rep. Florindo J. Fabrizio
To: All House members
Subject: Human Services Code Revisions (Welfare Code Vehicle)

In the near future, we will be introducing legislation that will extend annual assessments in the Human Services Code and move the eHealth Partnership Program to the Department of Human Services (DHS).

The assessment provisions in the Human Services Code for nursing homes, the budget adjustment factor (BAF), Philadelphia hospitals and ICF/ID facilities all expire on June 30, 2016 without extension. These assessments provide necessary federal funds for many of the important DHS programs and it is vital to ensure these assessments are extended.

Additionally, the eHealth Partnership Program was established under the PA eHealth Information Technology Act (Act 121 of 2012), a stand-alone act which created an independent program. It is the Partnership’s request to be moved to DHS, with which it currently works closely and shares information.

We hope you will join us in cosponsoring this legislation.
