MEMORANDUM

Posted: March 27, 2015 04:48 PM
From: Senator Lisa M. Boscola
To: All Senate members
Subject: Residency protection for law enforcement and armed services personnel

The recent actions leveled against Acting State Police Commissioner Marcus Brown have demonstrated what I believe is a deficiency in state law to protect our law enforcement personnel and their families from intimidation and harassment. Additionally, the threats made this past week by the Islamic State Hacking Organization, a pro-ISIS group, issuing a “kill list” with home addresses of American armed forces personnel within the United States demonstrates the need to offer protection to our military families living in the Commonwealth as well.

Our Right to Know law currently exempts the disclosure of home addresses for law enforcement by a government agency. However, it is not illegal for any person to intentionally distribute to any other person or the public at large the address, street or neighborhood of law enforcement personnel. I believe we need to protect our law enforcement, military and their families from harassment or potential violence.

In the near future, I will introduce legislation to prohibit an individual from posting or disseminating information indicating the residence of law enforcement or armed forces personnel. These individuals sacrifice to ensure all of our safety. In turn, we must do all we can to ensure their safety and the safety of their loved ones. I invite you to join me in this effort and ask that you co-sponsor this legislation.

Introduced as SB866
