In the near future, I plan to introduce legislation which would amend the Public School Code of 1949 to prohibit the suspension and expulsion of students who have not passed the fifth grade. In 2014, the United States Department of Health and Human Services and the Department of Education shared that expulsions and suspensions occur at high rates among young students, particularly those in preschool settings. Further, well-established research indicated that such practices negatively impact the education, development, health, and life of students. Therefore, both departments encouraged states to foster the health and educational development of students and to work towards the elimination of expulsion and suspension practices. As legislators, it is our duty to enact policies which ensure the safety and well-being of students. Therefore, please join me in co-sponsoring this legislation for the benefit and protection of our young pupils. Your consideration and support are greatly appreciated. |
