In the near future, I intend to introduce two bills that amend the Crimes Code to address chronic nuisance issues that cause problems for downtowns and neighborhoods throughout Pennsylvania. Nuisance acts can depress property values and deter investment in our communities, large and small. The first bill groups issues such as littering, loitering, disorderly conduct and more under the umbrella of "chronic nuisances" and creates incrementally higher penalties for such incidents with this grouping. Moreover, the increased fines will be remitted back to the agency that enforces these provisions. The second bill increases penalties for littering in an attempt to deter the act and to help local municipalities eradicate this behavior. To that end, this bill remits a portion of the additional fines levied by this legislation back to the municipality and is specifically earmarked for litter remediation efforts. By increasing the penalties for causing chronic nuisances, these bills will raise awareness of the problem they create for law-abiding residents and business owners in our communities and they will add to the tools local municipalities have to eradicate these unlawful acts.
