In the near future I will be introducing the following legislation: Given the Department of Transportation’s expertise in and oversight of motor vehicle inspection, safety and registration, I am proposing legislation that will transfer responsibility for procurement of the Commonwealth’s motor vehicles to PennDOT. Access to service and reliability are vital aspects of vehicle procurement. These are factors that cannot be taken into account when awarding a contract to the lowest bidder. Thus, my legislation will also propose that vehicle contracts be awarded by the competitive sealed proposal method of procurement (also known as the RFP method). Finally, I believe that quality service must accompany the procurement of a vehicle. Such service can be best provided by companies with a presence in the Commonwealth. Thus, my legislation will ensure that this factor is taken into account by PennDOT when reviewing proposals pursuant to an RFP. Please consider cosponsoring this legislation. I believe it will help to improve the quality of Commonwealth vehicles and ensure that service for these vehicles is readily available. |
