I am introducing legislation that will protect purchasers of homes that have onlot septic systems. Over 40-percent of Pennsylvanians live in homes that have an onlot septic system. Specifically, this legislation spells out the training that an onlot septic inspector must undertake and establishes a regulatory framework to verify the integrity of the curriculum used in the training, credentialing the instructors, and monitoring the actual training. In no way does it mandate a septic system inspection at time of sale as that should remain a decision by the prospective property owner. Likewise, this legislation does not require onlot septic system inspections at other times except when a municipality is implementing a Sewage Management Program and where inspections are mandatory for all onlot systems.
