In the near future I plan to propose an amendment to the Constitution that would limit the terms of members of the House and Senate as follows: three consecutive full terms for senators and six consecutive full terms for representatives. Time in office prior to approval of the amendment by the electorate would not be considered when calculating the limitation on terms. A member who reaches the maximum number of terms may seek election to the same house after a hiatus of one term. A copy of the proposed resolution is attached. By essentially limiting service to twelve years in each chamber, my proposed amendment strikes the right balance between the desire to bring new voices to serve in government and the need to preserve institutional memory that ensures effective operation of the General Assembly.
