Subject: Cosponsorship of Legislation
 
In the near future, I plan to introduce legislation to amend the Pennsylvania Construction Code Act (Act 45 of 1999) to require an inspection of stucco installation on residential construction. My legislation would require the Department of Labor & Industry to promulgate a regulation requiring an inspection (as defined in the bill), by a local code official ensure that a stucco exterior covering is installed properly.

As many of you are aware, in recent years there have been numerous homeowners (especially in southeast of our state) who are discovering that their stucco exterior wall coverings allowed moisture to migrate underneath the stucco and damage the wall assembly. Repair of such damage can be very costly to affected homeowners.

Stucco remediation is now a big business in Pennsylvania, and some estimates indicate there are more than 50,000 homes in southeastern Pennsylvania that need it. Many building industry experts claim that cement plaster stucco is an excellent product, and they state that the reason it is failing is because some installation contractors took shortcuts and did not properly install flashing and windows, and did not apply enough layers of stucco.

My legislation offers a means to address the problem in future housing by ensuring the stucco application is done correctly by a builder or installation contractor. The PA Builders Association, PSATS, and PA Association of Building Code Officials are among the groups that are supportive of this legislation.
