MEMORANDUM

Posted: January 11, 2019 08:56 AM
From: Representative Torren C. Ecker
To: All House members
Subject: Regulatory Review Act Consolidation

In the near future, I plan to introduce a simple piece of legislation which would move Act 181 of 1982, known as the Regulatory Review Act, into Title 71 (State Government). Pennsylvania, over the past several decades, has been working on moving unconsolidated statutes into consolidated titles. Despite this, several major statutes remain unconsolidated.

This legislation makes no substantive changes to the regulatory review act. In addition to consolidating the Regulatory Review Act, this legislation will codify Executive Order 1996-1. This executive order, issued by Governor Tom Ridge, regarding the promulgation of regulations remains in effect to this day and has been used by every administration since.

This legislation makes no substantive changes to the current regulatory process but codifies and consolidates the current regulatory process issued by the legislative and executive branch.

Please join me and co-sponsor this legislation to move the Regulatory Review Act into a consolidated statute.

Introduced as HB1395
