Subject: | Biennial (Two-Year) Budget |
In the near future, I will be introducing legislation that would establish a biennial (two-year) budget cycle in the Commonwealth of Pennsylvania. As many of you would probably agree, our current budget process is often time-consuming, repetitive, and inefficient. As required by the State Constitution, we must have an on-time, balanced budget by June 30. In the past ten years, however, this has only occurred a handful of times. As seen time and again, the repercussions of budget impasses greatly hurt the hardworking residents of Pennsylvania. Senator Ryan Aument and I believe now is the time for change. We will be introducing legislation that would require the enactment of a budget covering a two-year period. The Senator and I share a belief that such a proposal would greatly increase the efficiency and productivity of state government, while encouraging long-range planning among state agencies and other entities receiving state appropriations. Implementing a two-year budget cycle would allow us to have a more in-depth and long-term view of such programs, ensuring maximum benefits for our residents and appropriate use of valuable taxpayer resources.
