Subject: Resolution 12 - Rules Reform: Bills cosponsored by a majority of House Members move to the House floor
 

In the near future, I will be introducing a resolution that will guarantee that any bill with a majority of House Members listed as cosponsors be immediately discharged from committee without amendment to the House Floor for a vote. This resolution is one in a package of proposed rules changes being promoted by Fair Districts PA.

Specifically, this resolution would establish that any bill that has the cosponsorship of a majority of the Members of the House would be considered a Priority Bill that would be immediately discharged from committee without amendment and positioned on the House calendar for votes on second and third consideration. This amendment to the House Rules would ensure that a bill that is cosponsored by a majority of Representatives is not bottled up in committee and never voted on by the full House.
