Subject: | Removal of Title 30 restriction of Fish and Boat Commission Officers (State Waterways Conservation Officers) from being placed under Act 111 (Policemen and Firemen Collective Bargaining Act) |
I will soon introduce legislation to amend Title 30 (Fish and Boat Code) to remove the current statutory restriction that bars Waterways Conservation Officers (WCOs) of the PA Fish and Boat Commission (PFBC) from being included in Act 111 for the purpose of seeking collective bargaining. Currently, PFBC WCOs are the only employees in all of state government that have not been placed in a bargaining category by the Pennsylvania Labor Relations Board (PLRB). This legislation does not specifically place them in Act 111, it simply allows this group to petition the PLRB to be properly placed in a category. The most closely associated group, the Enforcement Officers of the PA Game Commission, are covered by Act 111, so, it makes sense to me that the PFBC WCOs be given the ability to seek that status also. To me, this is an issue of fairness. All other state employees have had the opportunity to be categorized by the PLRB – PFBC WCOs should also.
