From: Representative Margo L. Davidson To: All House members The opioid crisis has affected nearly every one of us. This tragic epidemic has so many ripple effects and unseen consequences and this bill will rectify one of those impacts by ending discrimination in insurance coverage against those who access Naloxone to save a loved one from overdose. Individuals who carry Narcan are saving lives and should not be penalized by insurance companies or any other entities to continue this life saving practice. It is imperative that the Good Samaritan Law and the Governor’s Standing Order to obtain Narcan be protected. This past year, a very promising young constituent of mine, Lloyd Andrew White, lost his battle with addiction. Lloyd was much more than his Substance Use Disorder. He was a loving, kind, creative, and highly intelligent person who loved his family and was incredibly generous and compassionate in supporting others in their recovery journey. He began his recovery journey ten years ago and was genuinely passionate about his wellness. Lloyd is deeply loved by many including his devoted, long-time girlfriend Rachel who recently earned her doctorate in Pharmacy. Lloyd’s mother and father, brothers, sisters, extended family and countless friends hope that this law will serve as a reminder of Lloyd’s amazing spirit help save lives and protect victims and families dealing with substance abuse. Now, his mother is being denied insurance coverage because she accessed Naloxone. This discrimination only compounds the tragedy and also misses the mark as she herself is not an increased insurance risk. It is right and correct that to help combat the ongoing opioid crisis and save lives we have taken steps to expand access to and use of the life-saving drug Naloxone commonly known as Narcan. It is not right that we allow the insurance industry to penalize people for doing so. Therefore, I ask that you join me in co-sponsoring this important legislation that will bring some small measure of peace to families affected by the opioid crisis.
