Subject: Abandoned Property Tax Sale Act
 
In the near future, I intend to reintroduce legislation that was Senate Bill 340 in the 2017-18 legislative session.

This legislation would provide for the tax sale of abandoned properties. Specifically, this bill requires tax sale purchasers of blighted propertied to enter into redevelopment agreements with the local municipality or redevelopment authority so that the properties can be put back into productive use to benefit the community rather than be a drain on it.

Blighted properties are impacting communities across Pennsylvania, in large cities and small towns. Often, these properties are tax delinquent and are sold at tax sale under the Municipal Claim and Tax Lien Law, the Real Estate Tax Sale Law or the Second Class City Treasurer’s Sale and Collection Act. However, the purchasers at tax sale are under no obligation to rehabilitate the properties or put them back into productive reuse.

Cosponsors of Senate Bill 340 of the 2017-18 session included Senators GREENLEAF, MENSCH, ARGALL, MCGARRIGLE, YAW, VULAKOVICH, WARD, RAFFERTY, STEFANO, SCAVELLO, COSTA, YUDICHAK, BREWSTER and HAYWOOD.
