MEMORANDUM

Posted: December 8, 2020 12:15 PM
From: Representative Karen Boback
To: All House members
Subject: Inclusion of Training in Bullying Awareness, Prevention and Intervention in Teacher Preparations Programs

I am preparing to re-introduce legislation (formerly HB 1893) that will require teacher preparation programs approved by the Department of Education (PDE) to include training in bullying awareness, prevention and intervention.

Current law requires the State Board of Education (State Board) to adopt regulations governing PDE’s approval of teacher preparation programs offered by institutions of higher education in this Commonwealth. Currently, there is no requirement that any portion of a teacher preparation program be related to the awareness or prevention of bullying. However, bullying can cause students stress, depression and anxiety, causing students’ schoolwork and health to suffer.

My proposal will compel the State Board to adopt regulations requiring that any teacher preparation program approved by PDE include training in bullying awareness, prevention and intervention.

I hope you will join me in co-sponsoring this legislation.
