MEMORANDUM

Posted: April 7, 2021 11:25 AM

To: All House members
Subject: Charter and Cyber Charter School Costing-Out Study (Former HB1612)

Charter and cyber charter schools offer an alternative education option for Pennsylvania students and families, and certainly have a role to play in our education system. As state elected officials, many of us have heard from our local school boards about the inequities in tuition rates and flaws in state reimbursements for charter and cyber charter education.

The Pennsylvania Constitution requires that we “provide for the maintenance and support of a thorough and efficient system of public education.” Therefore, we must account for the dollars invested in that system. To that end, I am introducing legislation directing the Pennsylvania Department of Education to conduct a comprehensive, statewide costing-out study of charter and cyber charter schools.

A thorough study of the actual cost of charter and cyber charter school education should be conducted to ensure that taxpayer dollars are being spent effectively. Please join me in ensuring transparency and accountability for the hardworking taxpayers of Pennsylvania.

Introduced as HB1688
