Subject: | Continuing County Prison Board Status after Change in County Designation |
It has come to my attention that as third-class counties prepare for a transition to a second-class A counties after the most recent census, there is no mechanism in place for the county to continue to use its current county prison board as all existing 2A counties operate the prison boards under special laws or home rule charters. This is the particular case for Lancaster County, as Lancaster County is transitioning from a third-class county to a second-class A county. However, in the future there are several additional counties throughout Pennsylvania that will meet this criteria and will not be able to continue to use their current prison board make-up unless a change is made in the law. Allowing a county the ability to continue to use their current prison board ensures that the transition is smooth as minimal adjustments would be needed. Therefore, my legislation will add 2-A class counties to the current procedures that are used for 3rd through 8th class counties, thus allowing them to continue to use their current county prison board after the transition. Please join me in making this simple change to allow a county undergoing a transition from third class to second class-A to continue to operate with their current county prison board. |
