Subject: Modernizing Pennsylvania’s highway fence law
 
In the near future I will be introducing legislation that will modernize Pennsylvania’s highway fence 1899 fence law by updating the current act’s archaic language and adding a new section to regulate battery-charged security fences in Pennsylvania. 

Battery charged security fences are primarily used as alarm systems to protect and secure large outdoor storage areas including large equipment rental facilities, scrap metal yards, trucking depots and rail yards, among other places.  My legislation will not affect electric fences used primarily for the containment of livestock or other animals.

Although there are scores of battery-charged security fences across Pennsylvania, there is significant confusion and inconsistency regarding what type of permitting is required, often severely delaying the ability of businesses to secure their property.  The need and interest in such fences have been acute given the recent uptick in the theft of scrap metal and catalytic converters. 

My legislation would standardize the regulation of battery-charged security fences and is modeled on a successful ordinance enacted in Philadelphia in 2012.
