MEMORANDUM

Posted: February 28, 2022 09:46 AM
From: Representative Aaron D. Kaufer
To: All House members
Subject: School Based Behavioral Health Assistance

I plan to introduce a bill amending the Public School Code to allow a public school to palace a behavioral health representative in a school who may communicate and interact with students to provide social and mental health support assistance.

Specially, my bill will allow a behavioral health representative, stationed in a school under the supervision of a superintendent or other chief administrative officer or their designee, to use evidence-based programs for students that provide:
  • crisis management;
  • suicide prevention strategies; or
  • skills to communicate with peers and adult, manage emotions, setting goals, establishing and maintaining positive relationships, making responsible decisions that support success in school and life;
  • a positive school climate.

Additionally, a behavioral health representative may also utilize early intervention services for students to deal with grief, trauma, anger, anxiety, or sadness. A public school who allows a behavioral health representative to interact with their students is required to develop a policy and plan to provide social and mental support services for all students and enter into a memorandum of understanding with the behavioral health assistance entity with which the behavioral health representative is affiliated or employed; the policy should including parental and legal guardian communication plans.

I hope you will join me in supporting this important piece of legislation.
