MEMORANDUM

Posted: April 27, 2022 03:24 PM
From: Representative Frank Burns
To: All House members
Subject: Prohibiting the Use of Public Funds for Campaign Activities

Too often, public bodies attempt to sway the outcome of elections or ballot questions with the use of taxpayer funds. Currently, these funds may be used to persuade voters towards the position most beneficial to the public body. This clear conflict of interest only furthers the distrust some have in our public institutions.

Pennsylvanians should have confidence that our public bodies are providing accurate, impartial information about the possible effects of a ballot question. That is why I plan to introduce legislation that would prohibit the use of public funds for campaign activities that attempt to influence support or opposition for ballot questions or candidates. This bill would still allow public bodies to aid voters by providing neutral, educational facts about a ballot question, ensuring that voters have access to unbiased information.

Please join me in co-sponsoring this important measure to bring greater transparency to the election process.

Introduced as HB2706
