Subject: Excluding Veterans' Disability Benefits from Income for Commonwealth Programs
 
With nearly 800,000 veterans living in Pennsylvania and approximately 300,000 wartime veterans, our Commonwealth is home to the fourth-largest veteran population in the United States. What’s more, about three-quarters of Pennsylvania’s veterans are over the age of 55.

During these challenging times when inflation is driving up prices, I feel it is our responsibility to do all we can to care for our veterans, who have bravely put their lives on the line to defend our nation and our freedom.

Currently, veterans’ disability benefits are considered “income” for the purposes of several key Commonwealth programs aimed at assisting senior citizens. This reduces the amount of benefits that veterans receiving disability income can claim under these programs.

As such, I will be introducing legislation to exclude veterans’ disability benefits from the definition of income for the purposes of the following Commonwealth programs:
 
  • Senior citizens’ property tax and rent rebate assistance program
  • The PACE/PACENET pharmaceutical assistance program for senior citizens funded by Lottery proceeds
  • Payment of a $10 processing fee in lieu of a vehicle registration fee to PennDOT
Please join me in taking a small step toward allowing veterans to benefit from the full extent of important Commonwealth programs that enhance the livelihood of senior citizens.
