MEMORANDUM

Posted: July 8, 2022 09:52 AM
From: Representative Joe Ciresi
To: All House members
Subject: Trooper Branden T. Sisca Memorial Highway

In the near future, I plan to introduce legislation that will designate a portion of State Route 4031, also known as Main Street, in Trappe Borough, Montgomery County, as the Trooper Branden T. Sisca Memorial Highway.

State Trooper Branden T. Sisca was a pillar of the Trappe community and a dedicated public servant for the Commonwealth of Pennsylvania. Born in Norristown on June 23, 1992, he and his family were residents of Trappe and he graduated from Perkiomen Valley High School. He later attended West Chester University to earn a Bachelor's Degree in Criminal Justice and Eastern Kentucky University for a Master’s Degree in Safety, Security and Emergency Management.

Since 2008, Trooper Sisca served as a volunteer firefighter with the Trappe Fire Company where he would go on to serve as Treasurer and Fire Chief. In February 2021, he enlisted in the Pennsylvania State Police where he graduated from the 161st cadet class and was assigned to a Patrol Section in Philadelphia.

On March 21, 2022, at the age of 29, he was struck and killed by a drunk driver while in the line of duty on a section of Interstate 95 in Philadelphia, along with Trooper Martin F. Mack III. Trooper Sisca served for the Pennsylvania State Police for 13 months. In response to the event, the Governor ordered all flags on all Commonwealth facilities, public buildings, and grounds to be flown at half-staff in honor of Sisca and Mack.

I ask for your co-sponsorship in designating a portion of State Route 4031, Main Street, in honor of Trooper Sisca and his years of dedicated service to his community and our Commonwealth. This section of Main Street would be close to the Trappe Fire Company where he volunteered for close to half of his life, and this designation would serve as a reminder of his selfless service and sacrifice.
