Subject: Streamlining and expanding Industrial Sites Reuse Program Funding
 
 
Please join me as a co-sponsor of legislation to streamline and expand the funding mechanism for the Industrial Sites Reuse Program. That program, which is administered by Department of Community and Economic Development, provides grant and low-interest loan financing to perform environmental site assessment and cleanup work at former industrial sites.

Under this legislation, former industrial sites in every community of the Commonwealth would be eligible for environmental assessment grants.  Under current law, only distressed areas, cities, and large boroughs and townships are eligible for such grants.  Further, the annual limit on expenditures on grants from amounts in the fund would be lifted, which will ensure that qualifying projects can be funded if money is available in the fund.

Finally, the two separate funds that provide revenue for the program would be merged into a combined fund. This will allow for a more strategic use of the money among the cleanup grants, environmental assessment grants and low-interest financing.
