In the near future, we plan to introduce a resolution calling on the Legislative Budget & Finance Committee (LBFC) to conduct a performance audit on the Pennsylvania’s 9-1-1 System and to prepare a report and make recommendations in advance of the Reauthorization of the 9-1-1 Law, which expires in January of 2024. Under our resolution, LBFC would conduct a thorough review of Pennsylvania’s 9-1-1 System, annual reports, legislative reports, inventory reports, county public safety answering point operations, related documents and records, as well as operations in other states. LBFC would issue its performance audit and recommendations by November 30, 2022. The report would include recommendations for remedial and regulatory changes as needed in the program, as well as on revenues, the surcharge fee, funding formula, incentives for regional cooperation and consolidation, having all 911 calls dispatched from county public safety answering points, the use of the Amber Alert System, and alternative approaches to the collection of fees.
