MEMORANDUM

Posted: January 4, 2023 03:53 PM
From: Representative Robert Freeman
To: All House members
Subject: Tutoring Program

In the near future, I plan to introduce legislation that would establish a tutoring program for Pennsylvania schools.

Tutoring is a time honored and cost effective way to enhance academic performance for both the student being tutored and the student who serves as a tutor. Tutoring can increase good study habits, improve academic performance, boost self-esteem and put students in charge of their own learning process as they pass that knowledge onto younger students.

My legislation would require the State Board of Education to establish a “Tutoring Program” whereby students in eleventh and twelfth grades may tutor pupils in grades one through six.  The participating tutors would receive academic credit for their services. The plan includes a provision to encourage eleventh and twelfth grade students who are not achieving as well as they could academically to participate if it is determined that serving as tutors would improve their own academic performance.

Please join me in co-sponsoring this legislation.
