MEMORANDUM

Posted: March 14, 2023 09:44 AM
From: Representative Paul Takac
To: All House members
Subject: Requiring Annual Proof of a License to Operate Government Vehicles

Public officials and employees must be properly licensed to operate a state motor vehicle and, in limited circumstances, are required to provide evidence of a valid driver’s license. Yet, there are no routine checks to ensure that these operators retain such a license. Thus, it is possible that a currently unlicensed driver may continue to operate a state owned vehicle and thereby endanger other drivers and risk exposing the state to legal liability if an accident occurs.

Therefore, I am proposing a measure to prevent operators of state-owned vehicles from continuing to drive with a suspended, revoked, or expired license. Under my bill, all public officials and employees who operate a government vehicle must annually provide proof of a valid driver’s license. By aligning government vehicle operating procedures with Pennsylvania driving laws, this legislation will help keep suspended drivers and others who could pose significant risks to other drivers off the roads.

This is a long overdue administrative fix that could save lives, reduce risk, and avoid costly vehicle repairs. Please consider signing on to this truly commonsense proposal.
