Subject: Performance Based Funding for State Related Universities
 
I plan to re-introduce legislation creating a performance-based funding incentive for Pennsylvania state-related universities.
 
The legislation will award funding to a state related university using performance-based metrics adopted by the Performance-based Funding Council (“Council”) established within the Department of Education.
 
The performance-based funding metrics will include, at a minimum:
  1. The four-year graduation rate for first time-in-college students.
  2. The percentage of undergraduate students enrolled who received a Pell Grant during the previous school year.
  3. The six-year graduation rate for student who are awarded a Pell Grant in their first year.
  4. The four-year graduation rate for baccalaureate students.
  5. Student retention rates.
  6. Baccalaureate degree production per 100 full-time enrolled students.
  7. Net tuition and fees per 120 credit hours.
  8. Postgraduation employment and salaries, including wage thresholds that reflect the added value of a baccalaureate degree.
  9. The number of students enrolled, and the number of degrees attained in the following fields:  agriculture, science, technology, engineering, and mathematics.
  10. The number of high school students who are dual enrolled, and the number of credits earned.
  11. The percentage of credits articulated.
  12. Metrics provided by each state related university.
 
The advisory council will review and revise, if necessary, the performance-based funding metrics at least every five years.

A state related university that fails to meet the minimum State investment eligibility thresholds established by the Council will be ineligible to receive a share of State’s investment for excellence in performance funding from the Commonwealth and will submit an improvement plan to the Council in order to receive funding in the next fiscal year.
