In the near future, I plan to re-introduce legislation to provide oversight and licensure of Home Inspectors. The language will amend Act 98 of 1990, known as the Real Estate Appraisers Certification Act, to require licensure of these professionals. A home is likely the largest and most valuable asset a person purchases in their lifetime but can quickly turn into a nightmare if a home inspection is not conducted completely or properly. Failing to report vital information to a homeowner or prospective homeowner can lead to costly repairs and/or health issues and bankruptcy. It creates burdens that nobody should have to bear, including leaving some consumers without the home they purchased, their credit destroyed and in financial devastation. Numerous home buyers across the state have been victimized and suffered tremendously because of bad home inspections conducted during the home buying process. Currently, home inspectors in Pennsylvania are not required to obtain a specific license and little recourse is available to consumers. This legislation will set statewide standards for the profession. While this proposal previously garnered bipartisan support during passage in the House and Senate, unfortunately Governor Wolf vetoed the legislation in November of 2020.
