From: Representative Seth Grove To: All House members Subject: Pennsylvania Census Commission The Federal Decennial Census otherwise known as the Population and Housing Census is designed to count every resident in the United States. The census is mandated by United States Constitution and takes place every 10 years. The data collected by the census determines the number of seats each state is allocated in the U.S. House of Representatives and is also used to distribute hundreds of billions of dollars in federal funds to local communities. Although the decennial census is designed to count every resident in the United States, according to the Pew Research Center, the number of people left out of the census increased from 16 million in 2010 to 18.8 million in 2020. This legislation is modeled after North Carolina’s Complete Count Commission for the 2020 Census, however it takes it one step further by making a permanent census commission for Pennsylvania. The commission would be staffed by the Joint State Government Commission and would be made up of members from all over the Commonwealth. The Commission would have several duties including:
