Subject: FEMA Disaster Relief Fund
 
 
I am proposing a resolution that calls upon the United States Congress to promptly and sufficiently replenish the Federal Emergency Management Agency’s (FEMA) Disaster Relief Fund (DRF). The DRF is a crucial resource that enables FEMA to direct, manage, and finance eligible response and recovery efforts related to significant domestic disasters and emergencies that exceed state capacities, as outlined in the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
 
In light of the frequency of natural disasters and other unforeseen emergencies across the nation, it is imperative for our federal legislators to explore strategies for prioritizing disaster-related needs within the budget. This would facilitate a consistent and systematic provision of federal assistance to states and local governments, thereby helping them fulfill their responsibilities in mitigating the impact and suffering caused by major disasters.
 
Recently, on September 30th, 2023, Congress provided 16 billion dollars in supplemental funding to the DRF through a Continuing Resolution. However, based on estimates given by FEMA there is still a good chance that this supplemental funding will fall short by several billion dollars as more and more disasters occur across the United States. While this is a good start, properly funding the DRF is imperative to the safety of our nation and our communities in times of crisis.
 
I invite you to join me in endorsing this initiative. Through such proactive measures, we can enhance our state’s preparedness to effectively manage disasters and emergencies.
