House of Representatives
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: May 7, 2024 11:55 AM
From: Representative Paul Friel
To: All House members
Subject: Naming Resolutions Resolution

I am introducing a resolution regarding naming resolutions. The resolution, which we can call “Naming Resolutions Resolution” will name three days in the spring session and three days in the fall session as “Naming Resolutions Day”. Naming Resolutions Days will be the only days in those sessions when the house can vote to name or designate days, weeks, or months for specific causes.

… In all seriousness, a majority of people in our country feel that government should do more to solve problems. At the same time, according to polling from the Pew Research Center, most Americans view government as wasteful and inefficient. As elected officials, it is our responsibility to ensure the state government and our state legislature are both effective and efficient.

For these reasons, I am introducing a resolution amending the House Rules to revise our process for considering naming resolutions. My proposal will provide that six session days be designated each calendar year for consideration of any resolution that recognizes a specific day or other period of time, and it will require that such resolutions only be considered by the House on these designated session days. This change will ensure we still have time to consider these resolutions recognizing important causes, and it will also provide us a set time to do so.

To instill confidence in our government, we need to do the right things and do things right. I hope you will join me in supporting this straightforward and needed change to our process for considering naming resolutions.
