Subject: Protecting Gender-Affirming Health Care from Out-of-State Investigations
 
Amongst medical professionals, there is widespread agreement that gender-affirming health care is safe and necessary. Despite this consensus, other states have pursued measures that would criminalize gender-affirming care, including states neighboring Pennsylvania. Fortunately, the care remains safe in our state, but out-of-state investigations into care provided within Pennsylvania pose a risk to people who seek and offer this care.
 
To ensure that people who seek gender-affirming health care do not face punishment, I am introducing two bills to protect against out-of-state action related to gender-affirming care. The first bill would prevent various court officials and law-enforcement officials from complying with out-of-state subpoenas or investigations. The second would prevent out-of-state investigations from having any impact on the license of providers. When Pennsylvania providers offer health care that is legal in our state, neither they nor the people who seek that care should face punishment or intrusion.
 
Pennsylvania should be a safe place to seek gender affirming health care, and no person should be concerned that they will be punished for care they legally offer or obtain in Pennsylvania. These two bills would ensure that is the case. Please join me in making Pennsylvania a safe destination for transgender and nonbinary people to seek gender-affirming care.
