| Subject: | Regulatory Sandbox: Making PA the Home of Dynamic Innovation |
| How does Pennsylvania become the Keystone State for the 21st-century economy? The Commonwealth is home to top research universities working on cutting-edge technology. Translating that research into employment opportunities and taking it from the laboratory to the field for testing and development on an even grander scale is the next step to harnessing the world-class innovators making their way to Pennsylvania. Attracting more research and development projects and long-term economic growth opportunities will drastically reduce the “brain drain” that has plagued the Commonwealth for decades. Large corporations can and do have the resources to navigate the tangle of regulations that disadvantage small businesses...enter the “Sandbox.” Regulatory (aka Opportunity) Sandboxes allow regulators the flexibility to safely monitor and foster new ideas instead of simply shutting them down because regulations haven’t caught up with technology. Regulatory sandboxes allow companies and agencies to work together. They’re able to cooperate and collaborate. The Sandbox approach will protect public health and safety. It will also create an environment in Pennsylvania that aids in introducing new goods and services with the potential to improve market conditions for countless consumers. I will introduce legislation to create a universal Regulatory Sandbox in Pennsylvania to unlock the potential we’ve been exporting to other states once the basic research is completed here. I hope you will join me in co-sponsoring this legislation to make our Commonwealth the Keystone of the 21st century. |
