Subject: | Responsible Artificial Intelligence Use Package – Policies and Guidelines for Commonwealth Use and Unauthorized Dissemination of Artificially Generated Impersonation |
In the near future we will introduce bills that are companions to a package of Artificial Intelligence (AI) bills introduced in the PA House of Representatives by Reps. Chris Pielli and Bob Merski. Please cosponsor these bills to promote responsible use of AI and creation of important consumer protections. |
Description: | The first bill creates policies and guidelines for Commonwealth agencies concerning the development, procurement, implementation, utilization, and ongoing assessment of systems that employ artificial intelligence. |

Introduced as SB1045
Description: | The second bill creates the offense of unauthorized dissemination of artificially generated impersonation of an individual. Artificially generated impersonations are frequently called deepfakes. Deepfakes are frequently used without an individual’s consent to spread disinformation and/or used for nefarious purposes. The legislation will make it a first-degree misdemeanor for a person to disseminate an AI or computer-generated impersonation of an individual, that they know or have reason to know is an AI or computer-generated impersonation. The unauthorized dissemination is graded a third-degree felony if it is done with the intent to defraud or injure another person. | |
