The Department of Community and Economic 4 Development of the Commonwealth. 5 "High-performance building." A building which is designed to 6 achieve integrated systems of design and construction so as to 7 significantly reduce or eliminate the negative impact of the 8 built environment. 9 Amend Sec. 3 (Sec. 1806), page 16, lines 23 and 24, by 10 striking out "Department of Community and Economic Development" 11 and inserting 12 department 13 Amend Sec. 3 (Sec. 1806), page 18, line 2, by inserting a 14 period after "classes" 15 Amend Sec. 3 (Sec. 1806), page 18, lines 2 through 4, by 16 striking out ", including, but not limited to," in line 2 and 17 all of lines 3 and 4 and inserting 18 The sum of $25,000,000 under this subparagraph shall be for 19 grants to high-performance buildings which meet standards 20 established in guidelines adopted by the department in 21 consultation with the Department of Environmental Protection. 22 These standards shall meet the following minimum criteria: 23 (A) Be consensus-based, as defined by the Office 24 of Management and Budget, Circular No. A-119, dated 25 February 10, 1998. 26 (B) Include performance-based categories which 27 will foster achievement of the following: 28 (I) Optimization of the energy performance 29 of buildings throughout this Commonwealth. 30 (II) Increase in the demand for
1 environmentally preferable building materials, 2 furnishings and finishes. 3 (III) Improvement in environmental quality 4 in this Commonwealth by decreasing the discharge 5 of pollutants from buildings and their 6 manufacture. 7 (IV) Improvement in working conditions and a 8 reduction in related health problems. 9 (V) Reduction in this Commonwealth's 10 dependence on imported sources of energy through 11 buildings which conserve energy and utilize local 12 and renewable energy sources. 13 (VI) Protection and restoration of this 14 Commonwealth's natural resources by avoiding 15 development of inappropriate building sites. 16 (VII) Reduction in the burden of municipal 17 water supply and treatment by reducing potable 18 water consumption. 19 (VIII) Reduction in waste generation and the 20 management of waste through recycling and 21 diversion from landfill disposal. 22 (C) Require documentation, verifiable 23 calculations or the equivalent procedure to 24 substantiate and support claims made about 25 performance-based categories. 26 (D) Employ third-party, postconstruction review 27 and verification of the achievement of standards 28 established in guidelines adopted by the department. 29 (E) Have a performance record of certified green 30 buildings in the United States.
