10(a) Findings.--The General Assembly finds and declares as
11follows:

12(1) Captain Sean M. Ruane, a highly decorated combat
13veteran, was born October 11, 1982, and graduated from
14Montour High School in 2000 and Embry Riddle Aeronautical
15University in 2005.

16(2) Upon graduation, Captain Ruane entered the United
17States Air Force and became a pilot.

18(3) Captain Ruane was deployed five times to the
19battlefields of Iraq and Afghanistan.

20(4) Captain Ruane was assigned to the 56th Rescue
21Squadron at the Royal Air Force's Lakenheath base in England.

22(5) On January 7, 2014, Captain Ruane paid the supreme
23sacrifice while serving his country when the plane in which
24he was instructing fellow airmen crashed in eastern England.

25(b) Designation.--The section of State Route 51, known as
26Fleming Park Road, that intersects with Coraopolis Road in
27Kennedy Township, Allegheny County, is hereby designated as the
28Captain Sean M. Ruane Memorial Highway.

29(c) Signs.--The Department of Transportation shall erect and
30maintain appropriate signs displaying the name of the highway to
31traffic in both directions on the highway.
