inserting
Section 2. Section 9305(b) of Title 40 is amended by adding
a paragraph to read:
ยง 9305. Powers and duties of exchange authority.

(b) Programmatic duties.--The exchange authority shall
perform all duties necessary or appropriate to advance its
purpose, including the following:

Amend Bill, page 3, by inserting between lines 27 and 28
(iv) The exchange authority may only expend money
from the General Fund for the purposes of the
affordability assistance program in plan year 2025, and
each plan year thereafter, in an amount authorized by an
enactment of the General Assembly after May 1, 2024.
(v) No amounts from the Workers' Compensation
Security Fund may be used to fund the affordability
assistance program.
