        INTRODUCED BY JAMES, WATERS, TRELLO, WASHINGTON, BISHOP,
           READSHAW, BEBKO-JONES, CURRY, LESCOVITZ, ROONEY, TIGUE,
           MAYERNIK, HANNA, DALEY, J. EVANS, MANDERINO, GEORGE, FREEMAN,
           COSTA, MICHLOVIC, GRUCELA, PETRARCA, SURRA, ROBERTS, STURLA,
           LUCYK, TRICH, LEVDANSKY, WALKO, DeLUCA, SHANER, JOSEPHS,
           WOJNAROSKI, DeWEESE AND VEON, JANUARY 23, 2001

        REFERRED TO COMMITTEE ON RULES, JANUARY 23, 2001

                                  A RESOLUTION

     1  Creating a select committee of the House of Representatives to
     2     examine the election procedures in this Commonwealth.

     3     WHEREAS, The problems and controversy surrounding the 2000
     4  Presidential election in Florida have heightened public
     5  awareness of possible shortcomings in voting procedures in this
     6  Commonwealth; and
     7     WHEREAS, Media reports have noted the wide range of voting
     8  methods across the 67 counties of this Commonwealth and the
     9  disparity in county investments in improving and updating these
    10  methods; and
    11     WHEREAS, Citizen confidence in the fairness and accuracy of
    12  voting procedures is indispensable to the functioning and
    13  legitimacy of democracy in this Commonwealth; and
    14     WHEREAS, It is to the advantage of the citizens of this
    15  Commonwealth and to the officials of the General Assembly and
    16  other State and local governments to be apprised of any flaws in

     1  and possible improvements which could be made to Pennsylvania
     2  election procedures; therefore be it
     3     RESOLVED, That the House of Representatives hold hearings
     4  conducted by a select committee on the election procedures of
     5  this Commonwealth, including, but not limited to, voter
     6  registration procedures, absentee voting, voting techniques and
     7  devices including electronic voting; and be it further
     8     RESOLVED, That the committee be composed of 15 members, as
     9  follows:
    10         (1)  Eight members appointed in the aggregate by the
    11     Speaker of the House of Representatives and the Majority
    12     Leader of the House of Representatives.
    13         (2)  Seven members appointed by the Minority Leader of
    14     the House of Representatives;
    15  and be it further
    16     RESOLVED, That these appointments be made within 30 days of
    17  the adoption of this resolution; and be it further
    18     RESOLVED, That the select committee may hold hearings, take
    19  testimony and make its investigations at such places as it deems
    20  necessary in this Commonwealth, each member of the select
    21  committee to have power to administer oaths and affirmations to
    22  witnesses appearing before the select committee; and be it
    23  further
    24     RESOLVED, That the select committee prepare a report with
    25  findings and recommendations to the House of Representatives and
    26  this report be submitted within six months of the adoption of
    27  this resolution.
