        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 2, 2007

                                  A RESOLUTION

     1  Designating October 3, 2007, as "Change a Light, Change the
     2     World Day" in Pennsylvania.

     3     WHEREAS, It is imperative that Americans develop and
     4  implement practices that will save energy and protect the
     5  environment; and
     6     WHEREAS, ENERGY STAR, a joint program of the United States
     7  Environmental Protection Agency and the United States Department
     8  of Energy, was formed in 1992 to identify and promote energy-
     9  efficient products and strategies for residential and commercial
    10  use; and
    11     WHEREAS, Qualified compact fluorescent light bulbs that use
    12  75% less energy, last six to ten times longer than incandescent
    13  bulbs and save $30 or more in costs over the life of the bulb
    14  are just one example of an energy-efficient product promoted by


     1  ENERGY STAR; and
     2     WHEREAS, ENERGY STAR has initiated a national campaign
     3  entitled "Change a Light, Change the World," challenging
     4  individual Americans to "help change the world, one light - one
     5  energy-saving step - at a time" by pledging to replace at least
     6  one incandescent light bulb in each home with one qualified
     7  compact fluorescent light bulb; and
     8     WHEREAS, The "Change a Light, Change the World" campaign will
     9  be launched Wednesday, October 3, 2007; therefore be it
    10     RESOLVED, That the House of Representatives designate October
    11  3, 2007, as "Change a Light, Change the World Day" in
    12  Pennsylvania in recognition of the need to encourage the
    13  residents of this Commonwealth to take the pledge to replace at
    14  least one light bulb in their homes as endorsed by ENERGY STAR
    15  and to adopt other energy-saving practices.
