        REFERRED TO COMMITTEE ON RULES, FEBRUARY 15, 1989

                                  A RESOLUTION

     1  Memorializing Congress to enact legislation establishing a
     2     National Health Care Program.

     3     WHEREAS, A key issue facing our nation today is the rising
     4  number of Americans without health care insurance and the United
     5  States is the only industrialized nation, except South Africa,
     6  which does not offer its citizens health security; and
     7     WHEREAS, The Department of Education and the Department of
     8  Health and Human Services predicts that by the year 2000 the
     9  direct costs of health care will be one trillion annually. In
    10  1986, Americans are estimated to have spent $450 billion for
    11  health care, more than $1,800 for every man, woman and child.
    12  Health care costs constituted almost 11% of the gross national
    13  product in 1986; and
    14     WHEREAS, Approximately 35 million Americans are currently
    15  uninsured and countless others do not have adequate health
    16  coverage; and

     1     WHEREAS, More than one-half of American workers without
     2  insurance benefits are under age 30, 35% were younger than 25.
     3  Between 1982 and 1985, the number of workers without insurance
     4  grew by more than 22%, and people working at a small business
     5  and earning a low income cannot possibly afford to pay for
     6  health insurance when they barely make ends meet in today's
     7  world; therefore be it
     8     RESOLVED, That the House of Representatives memorialize the
     9  Congress of the United States to enact legislation providing for
    10  the establishment of a National Health Care Program; and be it
    11  further
    12     RESOLVED, That copies of this resolution be transmitted to
    13  the presiding officers of each house of Congress and to each
    14  member of Congress from Pennsylvania.
