           COLAIZZO, FAIRCHILD, DEMPSEY, HECKLER, HALUSKA, BISHOP,
           REBER, CARLSON, TRICH, FOX, McVERRY, NAHILL, GLADECK, TRELLO,

                                  A RESOLUTION

     1  Providing for the appointment of a select committee to
     2     investigate steroid use and abuse by adolescents and adults
     3     within the Commonwealth.

     4     WHEREAS, The first nationwide investigation of the use of
     5  steroids among high school students found that 6.6% of 12th
     6  grade males said that they have taken or were taking anabolic
     7  steroids; and
     8     WHEREAS, If this finding is applied to the national
     9  population of males enrolled in secondary schools, it suggests
    10  that between 250,000 and 500,000 adolescents in this country
    11  have used or are using these drugs; and
    12     WHEREAS, The use of steroids can cause an array of
    13  personality changes, can develop into a task-oriented addiction,
    14  can induce overaggresive and violent behavior and is a serious
    15  factor in causing cardiovascular disease; and incidents of
    16  cholesterol, kidney and liver problems, including cancer, have
    17  been reported in adults taking these drugs; therefore be it

     1     RESOLVED, That the Speaker of the House of Representatives
     2  appoint a select committee of seven House members, four from the
     3  majority party and three from the minority party, to investigate
     4  steroid use and abuse by adolescents and adults within this
     5  Commonwealth. The select committee shall study the problem and
     6  make a determination as to what legislation, if any, would be
     7  appropriate to curtail the use of steroids; and be it further
     8     RESOLVED, That the committee may hold hearings, take
     9  testimony and make its investigation at such places as it deems
    10  necessary in this Commonwealth. Each member of the committee
    11  shall have the power to administer oaths and affirmations to
    12  witnesses appearing before the committee; and be it further
    13     RESOLVED, That the committee shall make a final report to the
    14  House of Representatives on its activities, findings and
    15  recommendations by December 30, 1989, and shall make interim
    16  reports to the House of Representatives as its investigation
    17  progresses.
